Callous Dismissal gives us a way to bounce something like Teferi, Time Raveler back to our opponent's hand, and then, in theory, we can counter it when our opponent tries to recast it
By using Olivia as a commander, it gives this archetype an end game of sorts by having a great mana sink ability to put the game away
